Frank was born and raised in the Alpine and Monroe area. He graduated from Monroe HS and Oregon College of Education. He served 2 years in the Army in Japan and Korea. He married Margaret Nicholson in 1957. They were married 58 years. They had 5 children: Mark Maxwell (Marie), Lee Ann Maxwell, Kaylynn Polich (Joe), Amy Arnold (Thomas), and Hilary Brockley (John). He is also survived by 5 grandchildren: Heather Maxwell, Jon Maxwell (Reggie), Taylor Arnold, Cecilia Brockley and Katie Brockley, as well as 1 great-grandchild, Parker Maxwell. He is also survived by a brother, Jim Maxwell, a sister, Linda Lee and brother-in-law Ben Nicholson. He was preceded in death by his wife, Margaret (2015).
Frank taught school in Drain, Glide, Reedsport, and Oregon City. He was incredibly involved with the OCEA and OEA. He was also an Honorary Life Member in the Oregon City Elks Lodge #1189. He served in many positions both local and state. He was elected to The Elks Hall of Fame.
